When pasture turns brown too early, the first visible consequence is less grass. The next appears in farm accounts: feed must be bought, new land found or animals sold. A third consequence is less visible. Drought changes everyday work and can affect livestock farmers’ physical and mental health.

This is the focus of the TRAVERSER project presented by INRAE on 10 September 2026. Conducted in Bourgogne–Franche-Comté from 2024 to 2026, the research combines climatology, economics, geography, anthropology and public health. It includes 40 interviews with cattle farmers in four departments and an online survey with 350 responses.

The findings go beyond yields. Climate hazards shift working hours, add tasks, narrow decision windows and make the future harder to read. Climate adaptation is therefore experienced not only in fields and farm accounts, but also through physical fatigue, interrupted rest and mental load.

What did the TRAVERSER study examine?

The fieldwork covered Doubs, Haute-Saône, Nièvre and Saône-et-Loire. Dairy farming, including Comté PDO systems, is important in the east; suckler-cattle systems producing beef are prominent in the west. Their constraints differ, but both depend on water, grass growth and workable harvest windows.

The project summary analyses regional climate data from 1959 to 2024. It reports warming of roughly 1.5 to 2°C over that period, higher evapotranspiration and lower soil moisture. It does not identify a simple uniform trend in rainfall. This distinction matters: agricultural drought depends on rainfall, atmospheric demand and the water actually available in soil.

Researchers compared that background with farmers’ accounts of work. When grazing no longer provides enough grass, cattle need water and feed delivered outdoors or must return to buildings. Dairy cows housed earlier require cleaning and care tasks during a season when that workload would normally ease. Herd monitoring intensifies just as haymaking, silage and harvest work may need to be completed quickly.

Why does climate stress increase workload?

The issue is not simply “more work”. It is work performed with more urgency and uncertainty. A suitable weather window may be short. Harvesting early to preserve feed quality competes with watering, feeding, equipment maintenance and paperwork. Days begin earlier, finish later and offer less summer recovery time.

This pressure reduces room for careful decisions. Should stored feed be used now or kept for winter? Should a farmer buy hay, build larger reserves, reduce cattle numbers or seek additional land? Every option carries costs in time, money and sometimes the future shape of the farm. Weather becomes a constant decision factor without supplying certainty.

Heat also adds a physical risk. French occupational-health guidance warns that outdoor workers face dehydration, heat exhaustion, heatstroke and accidents linked to reduced alertness. Yet livestock care cannot simply be postponed: animals must be watered, fed and monitored every day.

What do the survey figures mean?

In the TRAVERSER online survey, 55% of the 350 respondents reported discomfort or poor wellbeing. Climate change generated seasonal stress for 77%, while 40% described permanent stress. A further 83% said the future had become less predictable and a source of concern.

These figures need context. They come from a voluntary survey of cattle farmers in Bourgogne–Franche-Comté, not from a representative sample of every farmer in France. The authors describe preliminary analyses and call for vigilance. The study documents a specific experience; it cannot diagnose an individual or attribute all distress to climate alone.

That caution does not erase the signal. It prevents a complex reality from being reduced to one cause. Income, debt, isolation, farm succession, family organisation, buildings, labour and repeated crises all interact. Climate disruption adds another destabilising pressure to farms that may already have little spare capacity.

Is technical adaptation enough?

The farmers interviewed are already adapting. They build feed reserves, maintain water points, change calving dates, look for additional grazing or reduce cattle numbers. Some preserve permanent grassland, improve soil organic matter or plant hedges to shelter grass and animals.

Each choice has trade-offs. A security stock ties up money and needs storage. Extra land can increase travel. A hedge provides shade and slows wind, but requires planning and long-term care. A smaller herd may lower feed demand while also cutting income. Agronomic adaptation cannot be separated from work organisation and farm economics.

TRAVERSER therefore challenges the idea that every farmer should simply “adapt better”. If each farm must independently secure more water, feed, labour and cash, adaptation itself can become another burden. Shared tools, relief services, peer groups and local coordination can restore room to manoeuvre.

What practical measures can protect health?

There is no universal checklist for every farm. The useful principle is to include health in climate planning before a crisis and make support easy to reach when pressure rises.

  • Plan for critical periods: identify tasks that cannot be delayed, water needs, backup labour and useful contacts before extreme heat.
  • Reduce exposure: where possible, move heavy work to cooler hours, increase breaks, keep drinking water close and avoid isolated work.
  • Share usable information: local climate data can support decisions when uncertainty and limits are explained clearly.
  • Pool selected risks: arrangements for feed, machinery, labour, water or animal care can prevent one unexpected event from falling on one person.
  • Protect recovery time: the researchers associate a stronger sense of coherence with satisfaction about income and the ability to take holidays. Rest is part of long-term resilience.

These measures must fit the farm and do not replace medical or professional advice. Employees are also covered by occupational-health duties concerning heat risk. For self-employed farmers, who often make decisions alone, support needs to be accessible before exhaustion becomes a crisis.

Where can farmers seek support in France?

France’s agricultural social-security system, MSA, offers a respite scheme for farmers and agricultural employees experiencing occupational exhaustion. Following an assessment, it may fund replacement labour and provide social or psychological support. Details vary by region, so the first contact is the local MSA social-action service.

How can local food networks help?

Local food networks are not a health service and cannot replace climate policy. They can still shorten the distance between production, buyers and residents. Direct relationships may make nearby demand easier to understand, while territorial networks can help information, mutual aid and occasional surpluses circulate.

Seeed enables individuals and producers to give, sell or swap harvests and local products with people around them. Here, its role is modest and practical: it offers another channel to connect available food with nearby residents, limit waste and strengthen local food links. It does not solve agricultural distress or guarantee a farm’s resilience.

A more complete definition of farm resilience

Discussing agricultural adaptation only in tonnes, hectares or cubic metres of water leaves out part of the problem. TRAVERSER shows that every adjustment is carried out by people who must decide quickly, work in heat and care for animals without interruption.

The question is therefore not only which technique withstands drought. It is also whether that technique leaves enough time, income, safety and mutual support for the people using it. Genuine resilience protects natural resources, the continuity of farms and human health together.
