A school meal can seem far removed from agricultural policy. Yet every menu depends on land, farmers, kitchens, public procurement, eating habits and, too often, food that ends up in a bin. France’s projets alimentaires territoriaux, or PATs, are local food plans designed to connect these parts of the system.
On 25 August 2026, France’s ecological transition agency ADEME published a detailed presentation of research carried out by BASIC between December 2025 and April 2026. The study examines five different local food plans covering more than four million residents. It is an early attempt to measure, across several territories, what coordinated food policies can change on farms, in school canteens and in the local economy.
The findings deserve attention: farmland was secured, food waste fell, some purchasing was brought closer to home and financial savings were measured. But the results need careful reading. Five cases cannot represent all 444 PATs counted by ADEME in April 2026. They show what may be possible under certain conditions, not what every territory will automatically achieve.
What is a French local food plan?
A PAT is not a farmers’ market, a product label or a communications campaign. It is a coordinated process at the scale of a territory. A local authority typically works with farmers, processors, distributors, public kitchens, charities and residents. Together, they assess the local food system and turn that diagnosis into operational projects.
French law introduced PATs in 2014 to help structure local agricultural economies and territorial food systems, including shorter supply chains. Their legal role has since widened. They can contribute to reducing food waste and food insecurity, improving access to healthy food, and strengthening the economic and environmental resilience of local supply chains.
In practice, a plan might protect market-gardening land, redesign school food purchasing, support a vegetable processing facility, help farms reach new buyers, back a community grocery or measure plate waste. Its strength lies less in any single action than in connecting actions that would otherwise remain isolated.
Why does the new ADEME study matter?
Local food policies are easy to describe and hard to evaluate. A count of meetings, partners or newsletters does not tell us whether farms have gained viable customers, whether kitchens throw away less food or whether agricultural land is still being farmed. The BASIC synthesis for ADEME therefore looks for observable effects in five territories rather than simply listing intentions.
The sample is small, but it highlights several mechanisms: land protection, organic farming, public catering, food-waste prevention, health and economic value retained locally. The research does not claim that the PAT alone caused every result. It documents outcomes in places where local policies have been organised around food.
That distinction matters. A reduction in waste may depend on staff training, serving sizes, recipe design and conversations with children. A local supply contract may require predictable demand, processing capacity and reliable logistics. The PAT provides coordination; it does not replace skills, investment or time.
What the five territories measured
Keeping farmland connected to food production
Across the five territories, 829 hectares of agricultural land had been acquired since 2011. Of this land, 266 hectares were under organic production in 2025, according to ADEME’s publication. Public or collective acquisition is not the only way to protect farmland, but it can prevent strategically important soils from being permanently converted to other uses.
The Val de Drôme Biovallée provides another indicator. Organic farming accounts for 27% of its agricultural area, compared with the 11% national average used in the ADEME comparison. This does not mean that a PAT label mechanically changes farming practices. It shows how a territory with a long-term commitment can connect land policy, farm support, market opportunities and food demand.
School canteens as stable demand, not just a showcase
The five PATs serve a combined 31 million meals each year to 208,000 children. Demand of that scale can support farming when it is translated into accessible contracts, seasonal menus, predictable volumes and prices that respect producers’ work. Without this preparation, an instruction to “buy local” remains too vague to change a supply chain.
Public catering can also make better use of what it buys. In Mouans-Sartoux, food waste fell by 70% between 2010 and 2024. Across the five territories, the study reports that 1,132 tonnes of food were not wasted in 2025, saving about 11 million euros and avoiding 6,171 tonnes of carbon-dioxide equivalent. These are aggregated results for the study sample; they should not be copied into forecasts for an unrelated town.
The budget lesson is especially practical. When less food is discarded, a larger share of spending pays for food that people actually eat. Kitchens may then improve ingredient quality without increasing every part of their budget by the same proportion. Preventing waste becomes a food-quality strategy, not merely a sorting exercise after lunch.
Retaining more economic value locally
The synthesis estimates that one euro spent on coordinating a PAT can generate between two and five euros of value relocated within the territory. Depending on the case, it also finds that every euro spent on waste prevention can produce eight to sixteen euros in savings. These ratios depend heavily on the action and on how costs and benefits are counted. They are study estimates, not guaranteed returns.
They still point to an overlooked fact: coordination costs money, but fragmentation also has a cost. A kitchen that does not understand crop calendars, a grower who cannot anticipate volumes, or a procurement process that small farms cannot access all lose time and opportunities. Good coordination translates each participant’s constraints into workable arrangements.
Why these results should not be generalised too quickly
ADEME describes the work as a first assessment based on five territories and available data. That caution is essential. The territories differ in population, farmland, supply chains, public capacity and starting dates. Some had already spent years building food policies before the period covered by a particular indicator.
Before-and-after comparisons do not always isolate the specific effect of a PAT. National legislation, price changes, long-standing municipal leadership or community organising can also shape outcomes. Future evaluations will be stronger if they document baselines, spending, duration and common indicators across territories.
The health finding needs particular care. In Mouans-Sartoux, the synthesis reports a 7.6% prevalence of overweight and obesity among children aged six to ten attending PAT canteens, compared with a 10% French average. ADEME explicitly says the finding needs further investigation. It would therefore be wrong to claim that the local food plan caused the difference.
A credible PAT should accept evaluation without turning every correlation into a victory. Useful indicators are often straightforward: hectares kept in farming, traceable purchasing, farmers holding viable contracts, grams of waste per meal, social accessibility and the share of resources devoted to coordination.
What does this change for farmers and residents?
For a farmer, geographic proximity does not create a market on its own. Producers need information about demand, a calendar, sometimes pooled supply, and workable delivery or processing. A PAT can help build those links, especially when school canteens and other public buyers commit to a multi-year direction.
For residents, the plan can make the food system easier to understand. A producer map, a regular market, transparent school-food sourcing, waste-prevention workshops and community gardens all offer practical entry points. Participation, however, cannot be reduced to telling consumers to choose better. Price, transport, opening hours and access to cooking facilities matter too.
For local government, the most useful question is not simply “do we have a PAT?” but “which dependencies have we reduced, and for whom?” Protecting farmland without creating viable outlets is incomplete. Buying locally without addressing access for low-income households is incomplete as well.
Local supply chains also depend on everyday connections
Territorial policy creates a framework, but some food resilience grows through smaller exchanges: surplus courgettes shared with neighbours, a few crates sold near the farm, fruit used before it spoils, or a new connection between a producer and nearby residents.
This is where Seeed can complement local initiatives on a modest scale. Seeed enables individuals and producers to give, sell or swap harvests and local products with people around them. It does not replace land policy, public kitchens or PAT coordination. It can simply make dispersed produce and surpluses easier to see and exchange.
That is more credible than promising complete food self-sufficiency. A resilient territory combines viable farms, infrastructure, public policy, charities, shops and exchanges between residents. No single tool is sufficient, but each can close a small gap in the chain.
The real test is moving from a project to a system
France’s fourth National Food Programme, announced in April 2026 for the 2026-2030 period, treats PATs as a key tool for structuring local food systems and links this priority with food-waste reduction. The national strategy also aims for PAT coverage across 80% of France by 2030. The number of plans will matter, but their quality will matter more.
The new ADEME study offers a useful starting point. It shows where to look for effects and how to discuss results without overselling them. Strong local food plans will protect land, create predictable demand, prevent waste, widen access to quality food and publish verifiable indicators. That is less dramatic than a slogan about food sovereignty. It is also much more tangible.
