1 September 2026 marked a quiet but important step for European biodiversity. European Union Member States were due to submit their draft national nature restoration plans to the European Commission. These documents are meant to turn a regulation adopted in 2024 into practical choices: which ecosystems to restore, where action should take place, how progress will be measured and how the work will be funded.
For rural areas, this is not simply about creating new nature reserves. It also concerns the ordinary farmed landscape: hedgerows, buffer strips, isolated trees, field margins, ditches, small streams, ponds and old orchards. These features can shelter wildlife, slow runoff, protect soil and reconnect fragmented habitats. Farmers, local authorities and environmental organisations will therefore be watching closely to see how they appear in the final plans.
One distinction matters from the start: the documents sent to Brussels are drafts, not final plans. The Commission, assisted by the European Environment Agency, must assess them. Commission observations will be made public, after which each country must finalise and publish its plan. It would be premature to claim that a particular measure will soon apply to a specific French farm or garden.
What happened on 1 September 2026?
The EU Nature Restoration Regulation entered into force on 18 August 2024. It sets common targets while allowing countries to select measures suited to their ecosystems, geography and socio-economic circumstances. The September 2026 deadline was for submitting national drafts, not for completing the entire process.
According to the Commission, the drafts should explain how each country intends to meet restoration targets through 2030 and provide a strategic overview for 2040 and 2050. They must also connect restoration with water, climate, agriculture, forestry, marine and fisheries policies. That coordination matters because a hedgerow, for example, can serve biodiversity, water protection, heat adaptation and farming objectives at the same time.
The Commission has six months from receipt to assess a draft and may issue observations. The country must then take those observations into account and finalise, publish and submit its plan within six months of receiving them. A complete picture of national commitments will therefore emerge over time rather than on a single date.
Nature restoration does not mean freezing the landscape in the past
Ecological restoration means helping a degraded ecosystem recover its functioning. It can involve rewetting a drained wetland, reconnecting a river, retaining more old and dead wood in a forest, rebuilding habitat for species or returning semi-natural features to farmland.
The EU’s overarching objective is for restoration measures to cover at least 20% of its land and sea areas by 2030, and eventually all ecosystems in need of restoration by 2050. The wording is important. It does not mean that 20% of the EU must become protected land, nor that every ecosystem covered will have reached an ideal condition by 2030. It concerns measures being put in place, alongside more specific targets for different ecosystems.
Restoration also does not require reproducing a landscape from one chosen historical date. Climate change is altering temperatures, rainfall and risks. Credible projects need to support ecosystems that can function under changing conditions while using the best available evidence.
Why is farmland directly involved?
Agricultural areas occupy a large share of Europe and support biodiversity that does not live only inside protected sites. Skylarks, grassland butterflies, many pollinators and countless soil organisms depend on the quality of farmed landscapes. In return, biodiversity contributes to pollination, nutrient cycling, the regulation of some pests and soil stability.
The European Environment Agency reports that the EU common farmland bird index fell by 41% between 1990 and 2024. The index combines trends for many species; it does not describe every field or every country in the same way. It nevertheless points to a deep European decline. The regulation therefore requires Member States to achieve an increasing trend in their national common farmland bird index by 2030 and beyond.
Countries must also put in place measures aimed at an increasing trend in at least two of three indicators: the grassland butterfly index, organic carbon stocks in cropland mineral soils, and the share of agricultural land with high-diversity landscape features. The choice of indicators, satisfactory levels and monitoring arrangements are organised at national level.
What counts as a high-diversity landscape feature?
The EU category is broader than hedgerows alone. It includes buffer strips, individual trees or groups of trees, tree rows, field margins, patches, ditches, streams, small wetlands, terraces, stone walls and small ponds. Each may occupy little space, but a connected network can provide substantial ecological value.
A continuous hedge can provide shelter, food and a movement corridor. A pond can offer breeding habitat for amphibians and temporarily hold water. An untreated field margin can reduce direct exposure of wild plants and insects. An old tree can provide shade, dead wood and cavities. No single feature performs every function; diversity, condition and connectivity matter as much as presence on a map.
EU rules also set conditions for such features to count toward the biodiversity indicator. In general, they should not be under productive agricultural use or receive fertiliser and pesticide treatments, subject to defined exceptions. Productive trees in sustainable agroforestry, trees in extensive old orchards on permanent grassland and productive elements in hedges may count when they meet the stated conditions. The purpose is to avoid treating a line on a map as high-quality habitat when it is managed in ways that undermine that role.
What the draft plans do not yet tell us
Three shortcuts should be avoided. First, a national draft is not the final plan. Second, a target for the state does not automatically become an identical requirement for every holding. The regulation specifically explains that the farmland bird obligation applies to Member States, which should work with and support farmers and other stakeholders. Third, area alone is not enough: restoration must also track ecosystem condition and the effectiveness of measures.
The difficult choices therefore remain national and local. Where should hedges be reconnected instead of adding an isolated new line? Which wetlands can be rewetted without moving water problems to neighbouring land? Who pays for maintenance after construction? How can a measure designed for one species avoid harming another local priority? The common plan format asks countries to describe funding needs, support for affected stakeholders and how local communities were involved.
What could change on the ground?
The real effect will depend on the final national plans and the resources attached to them. Strong projects will start with local diagnosis: soil condition, water movement, habitat connectivity, species, farming practices and land uses. A standard planting scheme is not always the right answer. A well-managed old hedge may offer more value than a new hedge planted in the wrong place; permanent grassland cannot be restored in the same way as a ditch or peatland.
For farmers, policy stability will matter. Restoring a hedgerow network or building soil organic matter takes time. Contracts, funding and rules need to be clear enough to support long-term decisions. The Commission says countries can build on existing measures to avoid duplication. Coordination with the Common Agricultural Policy, river-basin plans and local programmes will therefore shape whether restoration is practical.
For municipalities, the plans could connect projects that are often handled separately: flood prevention, drinking-water protection, ecological corridors, heat adaptation, rural paths and local agriculture. Restoration can then function as living infrastructure, rather than decoration added after other decisions have been made.
What does this mean for gardens and allotments?
The regulation is directed primarily at Member States and public policy. It does not create a daily checklist of legal duties for individual gardeners. It may nevertheless change how local authorities support gardens, orchards and private green space. Networks of ponds, hedges, trees and permeable soils work better when public, farm and private plots are not treated as isolated islands.
At garden scale, the principles are straightforward: keep varied refuges, avoid pesticides, protect the soil, provide flowers across the seasons and manage water without creating health risks. A small pond, a site-appropriate mixed hedge, a less frequently mown corner or a wood pile can complement the surrounding landscape. These actions should follow local rules, and they cannot substitute for restoring a major wetland or changing practices across a whole catchment.
Why monitoring matters as much as construction
Planting, digging or rewetting is visible. Measuring the outcome is less visible, but it separates effective restoration from symbolic activity. The regulation requires regular monitoring of farmland birds, pollinators and the agricultural indicators selected by each country. The European Environment Agency will support technical reporting on progress.
No single indicator tells the whole story. Farmland birds reveal a broad biological trend; organic carbon describes one aspect of soil; the share of landscape features describes territorial structure. Combining them with local observations helps avoid two opposite errors: declaring success because a target area was treated, or abandoning a useful action because one slow-moving indicator has not yet responded.
The timetable is long but includes review points. The first national drafts have entered assessment. Later reports must document areas under restoration and progress toward the targets. Plans can be revised where monitoring shows that measures are insufficient. That capacity to learn and correct course is important as climate conditions change.
A question of resilience and local food
Better-functioning landscapes do not guarantee harvests or food self-sufficiency. They can, however, reduce some vulnerabilities through lower erosion, improved water retention, more habitat for beneficial organisms, better-protected soils and production that is more firmly connected to place. Diversity among farms, gardens and outlets also matters when an extreme event hits one crop harder than another.
This is where local food networks have a natural supporting role. Seeed allows individuals and producers to give away, sell or swap harvests and local products with people nearby. That connection does not restore an ecosystem by itself. It can help a diverse harvest find a use, redistribute a surplus and keep nearby exchanges active around living rural landscapes.
The 1 September milestone therefore opens a period of scrutiny rather than closing the debate. The useful questions for the coming months are not whether restoration is simply “for” or “against” farming, but where the measures are, who funds them, how local stakeholders were involved and which outcomes will actually be measured.
